While the charter brings up some interesting points, I think most of the information is somewhat unnecessary or unhelpful. Some of the points seem redundant, and others may just confuse the recipient.
The open ended questions should not be abolished! Asking people their opinions on you ideas are the basis of brainstorming. If you ask simple questions you may cause people to forgo adding their own ideas, causing a less interesting discussion.
The acronyms EOM and NNTR are too obscure to be of any use. I know I have never come across these expressions before reading them here. If your email requires the recipient to search the terms to decipher their meanings, you're doing "time-saving" wrong.
There are useful parts, however, such as eliminating unnecessary responses to reduce time spent reading messages and trying not to "reply all".
If we follow some of these tips, time spent using email will be reduced a little bit, but a good portion of the information is less than useful.
